Neue Windenergieprojekte im Münsterland: Bürgerwindparks mit der Davertwind GmbH

Die Energiewende vor Ort schaffen!

 

Windparks können unterschiedlich betrieben werden. Als Betreiber kommen neben Privatpersonen und Gesellschaften in Form einer GmbH oder auch einer KG Gewerbetreibende oder auch Energieversorger in Frage. Unsere Windparks werden in der Form von Bürgerwindparks geplant. Die Richtung der Entwicklung solcher Bürgerwindparks oder auch einzelner Bürgerwindanlagen besteht darin, die Flächen mit der geringsten Auswirkung durch Schall oder Schattenwurf zu finden. Die hohe Akzeptanz innerhalb der Bevölkerung soll durch das Erstellen verschiedener Gutachten und die Suche nach geeigneten Standorten zusätzlich verbessert werden.

Die Bürgerwindparks entstehen in enger Zusammenarbeit der jeweiligen Initiatoren, die Personen aus der Region sind, mit beteiligen Gemeinden und der ortsansässigen Bevölkerung. Die hohe regionale Akzeptanz und Teilhabe wird besonders durch die niedrigen Mindestbeteiligungssummen für die Anwohner, deren bevorzugte Berücksichtigung bei der Zuteilung von Kommanditanteilen sowie mit Hilfe von durchdachten Pachtzahlungs- und Ausschüttungsmodellen erreicht.

Die Finanzierung der Bürgerwindparks wird mit einem möglichst hohen Anteil von regionalen Banken und Sparkassen gestemmt, soweit als möglich sollen die zu vergebenden Arbeiten an der Infrastruktur (Zuwegungen, Leitungen etc.) an lokale und regionale Firmen vergeben werden.

Wie lohnenswert ein Bürgerwindpark für die Beteiligten sein kann, verdeutlicht das folgende Beispiel. Denn auch Grundstückseigner, auf deren Grundstücken sich keine Windenergieanlage befindet, können Pachtzahlungen erhalten, wenn die Grundstücke beispielsweise nah an der Windenergieanlage liegen oder das Grundstück für Zuwegungen oder Kabeltrassen zur Verfügung steht. Die Bürger helfen mit, elektrischen Strom umweltfreundlich herzustellen und profitieren zusätzlich finanziell. Für die Gemeinden bedeutet die Beteiligung an einem Bürgerwindpark eine zusätzliche Einnahmequelle aufgrund der fälligen Gewerbesteuern.

Davertwind GmbH plant z. Zt. mittels seiner KG mehrere Windenergieanlagen als Bürgerwindanlagen im Megawattbereich (je Anlage zwischen 2 und 4,2 MW) in der Region zwischen Münster und Dülmen.

Entwicklung von Wind- und Solarparks in Südafrika: IPD Power (Pty) Ltd. und andere Projekte

Zur Zeit werden Wind- und Solarprojekte in Südafrika entwickelt. Diese Projekte werden in Kooperation mit mehreren deutschen und europäischen Partnern unter der Firmengruppe "RE.solution GmbH" aus Münster organisiert. Der Sitz der südafrikanischen Firma "IPD Power (Pty) Ltd.", die durch RE.solution GmbH und mehrere Einzelinvestoren aufgebaut wurde, ist Cape Town in Südafrika.

 

 

Overview

A consortium of German entrepreneurs with a high profile on renewable energies has founded the company “RE.solution Südafrika GmbH & Co. KG” (RE.solution) with the purpose of developing Renewable Energy (RE) projects in South Africa. RE.solution is developing several projects involving a variety of RE technologies in Southern Africa in close cooperation with IPD Power (Pty) Ltd., Cape Town / South Africa (IPD). IPD serves as the project development company and – in a later stage – will also conduct operations and management after project implementation. Projects involving other environmental topics, particularly in the area of electrochemical storage on a utility scale (Vanadium Redox Flow Batteries - VRFB) are also currently considered. The financing of the projects will be executed by a mix of inward and local investment as well as debt and equity. Private and Development Banks in Europe and South Africa will participate at appropriate stages in the projects (medium to long term). The RE power facilities will have a positive impact on the national energy infrastructure due to the reduction of dependencies on the big coal fired power plants in the Johannesburg area which stabilises the national power grid. With the construction and the operation of a windfarm, additional local jobs will be created. Training centres on-site or in Europe will assure an adequate knowledge and skills transfer. In the long run, the selected sites have the potential for an extension of wind turbine production sites which could serve not only the South African market and the neighbouring countries but also deliver to South American markets.

 

General Strategy and Philosophy

IPD is pursuing an integrated development model instead of just aiming for developing, constructing and selling a windfarm. The broader benefit of the projects for all stakeholders is not a side-effect of developing a certain renewable energy plant. Rather, applying renewable energies is a means of promoting (sustainable) development. The integrated approach is actually a risk management tool, as it answers many concerns raised by relevant authorities and stakeholders in advance. As an example, the co-farming approach, i.e. a concept incorporating the traditional agricultural activities of the landowners into windfarm project design from the start, is supported through the lease income generated from the windfarms.

South Africa has issued a development plan to generate 10,000 GWh of electricity from renewable energy sources by 2013, corresponding to a total installed capacity of almost 4,000 MW. This goal has been reached in 2016. By 2030, a total RE capacity of 17,800 MW is envisaged, corresponding to 42 % of new generation capacity. The overall potential on the Atlantic coast of South Africa for wind energy alone is considered to be at least 20,000 MW.

 

 

IPD Projects in South Africa

Note: Although the different forms of renewable energy that we offer will be described separately we always try to integrate projects in order to take advantage of synergy effects. IPD has already started windfarm projects at four locations in three different regions along the South African coastline. The sites were chosen according to several crucial factors:

• Wind and/or solar conditions – constant and heavy winds and/or intensive and constant insolation

• Grid access – proximity to overland power lines / national grid

• Available land – use of available free space with no or little environmental or developmental restrictions

Locations

The locations chosen for the development of wind and solar farms are

• Vredenburg / Saldanha Bay, Western Cape

• Velddrif / Saldanha Bay, Western Cape

• Bonnievale, Western Cape

• Port Nolloth, Richtersveld, Northern Cape

and smaller projects in the southern and eastern cape regions.

The Vredenburg, Velddrif and Bonnievale locations are already secured by contracts. The projects will most certainly be developed initially under the REIPP Procurement Programme which is launched by DoE. Each project will be extended consecutively until the projected capacity is achieved. Each project will undergo roughly the same development timeframe.



 

 

Saldanha Bay

This region some 100 km north of Cape Town is a mixed agricultural / industrial area with an up-to-date road, rail and electricity infrastructure. The location is characterised by already existing industry and is designated for further industrial development. The three biggest cities within this area – Saldanha, Vredenburg and Velddrif – offer all kinds of additional services needed for the operations of a windfarm and can also serve as a base for maintenance crews. A deep-sea harbour is available and can be used for shipping the equipment.

The EIA process is in progress. The expert studies regarding biodiversity, noise, visual impact, heritage, socio-economic impact, soil, etc. have not revealed any major red flags

In 2017 the Vredenburg Windfarm project has been transferred by IPD Power (Pty) Ltd. to three german companies which are working on the final development of this project.

The Saldanha Bay region is additionally very suitable for the setup of wind power related industries, starting with the production of towers and proceeding – if market conditions apply – with the production of turbines or blades. This industrial base could not only serve South Africa but other countries in southern Africa, too, and finally also markets in South America.

fair-Planet: Die einfache Lösung für komplexes Investment

In Münster – Amelsbüren an der Autobahn A1 wurden Anfang September 2004 die zweite und dritte Windkraftanlage der Watt Fair GmbH errichtet und in Betrieb genommen, dem Non-Profit-Unternehmen des Süd-Nord-Ost-West-Netzwerks S-N-O-W e.V. in Münster. In den fast 8 Jahren des Betriebs produzierten die Anlagen ca. 15.000.000 kWh. KG geplant und errichtet worden, sind an die Watt Fair Kommanditgesellschaften übertragen worden und werden von der Davertwind betrieben und verwaltet.

 

Das Projekt "fair-planet" des SNOW e.V. in Münster baut ein Friedens-Energie-Netz rund um den Globus. fair-Pla.net verknüpft den Bau von Windkraft- und Solaranlagen hierzulande mit der Finanzierung erneuerbarer Energieprojekte in benachteiligten Regionen in Süd und Ost, z.B. bisher in Indien und der Ukraine/Weißrussland.

 

Diese neue „Formel“ für ethisches Investment kreiert ein zukunftsweisendes Prinzip ökologischen und gerechten Wirtschaftens: sie steht für eine gemeinschaftlich gestaltete Weltordnung, die die Lebensinteressen aller Menschen umfasst...
